Operational Performance Evaluation

Is your project delivering on time and within quality expectations? Are your clients happy with the service they are receiving? How could you improve performance and delivery? How could the project be scaled-up? Are you able to report accurately on project performance? Kimetrica’s Operational Performance Evaluation (OPE) service works with clients to answer these types of questions.

We provide practical recommendations so that you can improve delivery and increase the quality and reliability of reporting to donors and other stakeholders. Kimetrica often conducts OPE alongside Impact Evaluation. We have worked with projects ranging from natural resource management to education to health service delivery.

Baseline and Impact Surveys

Baseline and impact evaluations provide you with strong, quantitative evidence of the impact of your projects or investments, as well as qualitative information on the context and risks. The information can be used for reporting to donors and other stakeholders. Impact Evaluations undertaken during the project life also allow you to compare project performance with targets, and identify measures to increase impact and efficiency.

We work with our clients to tailor surveys to capture the performance and outcome indicators most important to measure project impact. To save time and money, we rigorously test survey instruments and make adjustments to questions to ensure that our interviewers capture the best data possible.

Independent and Remote Performance Monitoring

Understand how your project is performing even when you do not have direct ground access to the project site or when implementing partners are not reporting adequately. Our independent performance monitoring will help you to identify measures to improve performance, monitor non-performing local partners, and ensure that operations are compliant with regulations and guidance.

We provide end-to-end services including the design and rollout of performance monitoring tools, training and deployment of field teams, regular data collection and reporting on project performance. Our field teams undertake randomised site visits and spot checks to gauge performance and compliance.

Kimetrica provides remote monitoring services in areas where lead agencies are unable to gain direct ground access to their projects, typically for reasons of insecurity. We also provide services where there is a need for an objective, external perspective.

Household Surveys for National Policy Support

National policy analysis and decision-making requires high quality and representative statistics. Kimetrica designs, supports and implements national and sub-national sample surveys aimed at generating representative statistics for key Millennium Development Goals (MDG) and other statistical indicators.

We work with all the main types of survey methods in nearly every sector, including agriculture, demography, education, enterprise, governance, income and expenditure, public health, security, and social protection. Following rigorous Data Quality Assurance guidelines, we deliver and analyse high integrity datasets. Cost Benefit and Risk Analysis

Use Cost-Benefit Analysis (CBA) to identify the strategies that will give you the greatest impact for the available resources. CBA enables you to compare the net benefits of different projects or design options and to understand who is likely to benefit from the project and by how much.

Kimetrica's innovative approach to CBA uses baseline data and other datasets to estimate who will benefit, when, by how much and with what level of confidence. We have extensive experience in applying micro-simulation (household and market modelling) to CBA. Our approach - called CBA+ - goes beyond the conventional estimation of Rate of Return and considers a range of standardised performance metrics. We see CBA as a core M&E tool, applicable at all stages in the project cycle.

We have undertaken large scale CBAs in the agricultural, livestock, health, social protection and food security sectors.

Performance Optimisation Analysis (POA) is the systematic analysis of the costs and benefits of a project or programme with a view to finding ways to improve performance. For large projects, especially those with complex logistics arrangements, optimisation tools can be used to identify cost-savings and efficiency improvements, to make your resources go further.
